On the Bay Area Air Quality Management District’s (BAAQMD) Rules Regarding Refinery Emissions

We urge the BAAQMD Board to adopt draft Regulation 12, Rule 16 which would limit increases in emissions from our five Bay Area refineries.

  • These refineries collectively emit more greenhouse gases (GHGs) and more particulate matter (PM 2.5) than any other industrial sector
  • PM 2.5 kills an estimated 2,000–3,000 Bay Area residents annually
  • GHGs threaten catastrophic climate disruption
  • Oil industry plans to refine lower quality crude oil, such as tar sands, threaten to increase regional refinery emissions by as much as 40–100%
  • Rule 12-16 would effectively prevent a switch to lower quality crude and a subsequent increase in emissions
  • Rule 12-16 was recently endorsed by the California Air Resources Board.
